This is one of the basic system conventions of the Romex bidding system.
Opening 1N shows:
18-21PH in an unbalanced system, 4-5LP i 5+ control (A = 2, K = 1),
19-20PH in a balanced system, usually 6 control.
The first answers are as follows:
2♣ – 0-1 control, 0-6PH,
2♦ – 0-1 control, 7-15PH,
2♥ – 2 control (With one ace and less than six points, it is necessary to bid 2 ♣),
2♠ – 3 control,
2BA – 4 checks in two colors (AK in one color and K in the other or 2 Ashy),
3♣ – 4 three color controls (A and two kings or 4 queen),
3♦ – 5 control,
3♥ – 6 control,
3♠ – 7 control.
Answer 2 ♣ is the only answer, which does not force to the tip.
In Polish systems (WJ) Dynamic BA is used after the sequence

Answers:
2♣ – re-negat 0-3 PC
2♦/♥ – 4-6 PC, transfer indication 4+♥/♠
2♠ – 4-6 PC, without the older four, unbalanced system
2BA – 4+ PC, without the older four, balanced system
3♣/♦ – 7+PC, 5+color without side four
3♥/♠ – 7+PC, shortness, at least 5-4 on younger colors
